Mould is a normal component of the outdoor environment virtually everywhere you look. Mould spores become airborne and are not visible to the naked eye. They float through the air, carried by wind currents. Therefore, the detection of mould spores in indoor air that reflects the composition of mould spores found in outdoor air is normal. Mould spores in the air will eventually land on a surface, and if the conditions are right, the spores will begin to grow, producing other structures and forming colonies, which eventually become large enough where they are visible to the naked eye. Mould growth on surfaces inside a building is not normal. Treating mould in place or covering it up is not an industry-recommended practice. If mould growth is identified indoors it should be removed. If not, it can lead to a deterioration of building materials and may cause adverse health effects for susceptible building occupants. Unless considered minor and because of the potential for adverse health effects, indoor mould growth should be removed by trained personnel using appropriate personal protective equipment (PPE) and control measures to prevent the spread of mould outside of the work area. Although there are no regulations in Canada specific to mould, there are several reputable organizations that provide standards and guidelines for the assessment and remediation of mould contamination. In general, the level of PPE and extent of control measures recommended by these standards and guidelines is based on the amount of mould growth present (and not the type of mould). In addition to removing the mould, the underlying cause of mould growth needs to be determined and fixed. Otherwise, there is a good chance that the mould will grow back. There are many potential causes of mould growth. If the water damage came from an unsanitary source (e.g., a sewer back-up or flood waters arising from rivers or streams), removal of impacted building materials that are porous in nature is generally required. However, in other instances, building materials may be salvageable if impacted by a sanitary water source (e.g., a broken water supply line or melting snow). In these situations, it is important to respond to the water damage event as quickly as possible by having a professional restoration company on site to initiate drying and other mitigative measures. The industry rule of thumb is that these measures should be taken within 72 hours. If in good condition and left undisturbed, building materials are not considered to be hazardous. However, certain substances that may be a component of building materials, equipment and machinery (such as asbestos, lead, silica and mercury) can become a health hazard if they are disturbed during construction, maintenance, renovation or demolition activities. Given that hazardous substances can be present in virtually any type of building material or product (such as concrete, paint, fluorescent lights, ceiling tiles, insulation and so on) it is important to identify their location before they are disturbed so that appropriate precautions can be taken to prevent exposure. Many provinces have regulatory requirements in place to ensure that hazardous building materials are identified and accounted for as part of any project where they may be disturbed. For example, British Columbia requires hazardous materials to be identified prior to any demolition, salvage or renovation work of machinery, equipment, or a building structure. For an infection to occur, the infectious agent needs to enter the body and then grow/replicate to the extent that it causes an adverse reaction. There are many types of infectious agents, including fungi (yeast and moulds), bacteria, viruses and parasites. In order for an infection to occur, there has to be a source of the infectious agent (e.g. an infected human or surface contamination), a susceptible person (with a way for the agent to enter the body), and a means of transmission (that is, how the infectious agent gets from the source to the susceptible person). Construction or renovation projects in a healthcare facility (e.g., hospital, long-term care, medical clinic, etc.) need to follow precautions not typically practiced in other buildings. Why? Healthcare facilities are unique in the sense that they have a population with reduced health status and weakened immune systems. These patients are particularly susceptible to infections. Radon is a naturally occurring, colourless and odourless radioactive gas. It comes from the decay of uranium, which is found in rock and soil. Radon can enter buildings through cracks in the foundation floor and walls as well as other pathways such as construction joints, gaps around service pipes, floor drains, and sumps. In poorly-ventilated spaces radon can build up to potentially unsafe levels, increasing the risk of lung cancer. Radon is the leading cause of lung cancer in non-smokers and the second leading cause of lung cancer in smokers [Health Canada, Canadian Cancer Society]. Given the breadth of buildings where people live, work and play, a wide range of laws and policies may directly or indirectly apply to radon. This includes federal and provincial/territorial regulations, building codes, municipal by-laws, new home warranty programs and third party building certification programs. Some of these require air testing for radon, to be compared to their cited concentration limits. Others require new construction rough-ins for future radon mitigation measures or may require installation of mitigation systems when concentrations exceed specified limits. Health Canada’s guideline for radon is 200 becquerels per cubic metre (Bq/m3).
