Pollution Prevention (P2) Plans

What are P2 Plans?

Pollution Prevention Plans (P2 Plans) are a useful tool that aids businesses in reducing or eliminating discharges of pollutants. Under The City of Toronto Sewer Use by-law, Chapter 681-5, every subject sector or industry discharging any amount of a subject pollutant must submit a P2 Plan within one year of commencing operation.

P2 Plans help the City of Toronto reduce pollutant loading in wastewater treatment plants, and reduces the number of pollutants that may ultimately be released into the natural environment.

Common Sectors

Common sectors that are required to prepare a P2 Plan include:

  • Automotive repair shops

  • Hospitals and health care facilities

  • Printing facilities

  • Metal manufacturing facilities

  • Paint and coating manufacturing

  • Plastics product manufacturing

Common subject pollutants that require a P2 Plan include:

  • Benzene, Toluene, Ethylbenzene and Xylenes (BTEX)

  • Chloroform

  • Polychlorinated Biphenyls (PCBs)

  • Polycyclic Aromatic Hydrocarbons (PAHs)

  • Trichloroethylene (TCE)

  • Nickel

  • Zinc

  • Copper
